Tony Luciani est né à Toronto, Ontario, en 1956. L’artiste, qui a grandi à Toronto, a pu profiter d’une solide éducation créative.

Tony a étudié au Central Technical School, au Sheridan Community College ainsi qu’à l’Ontario College of Art de 1975 à 1978; il gradua après avoir complété un programme de deuxième cycle hors campus à Florence, en Italie. Si on lui demande de définir son travail, il préfère se situer dans la lignée du réalisme, école qui favorise l’interprétation subjective et non la reproduction photographique. Toutes les esquisses préparatoires sont faites sur place, puis reprises à plus grande échelle en studio, où les détails se voient soit effacés ou amplifiés dans le but de rendre l’intention de l’artiste. De son propre aveu, les artistes l’ayant le plus influencé dès le début de sa carrière sont Eric Freifeld, Stanley Spencer et même Van Eyck et Bruegel le Jeune. Les oeuvres de Tony Luciani se retrouvent dans plusieurs importantes collections corporatives à travers le Canada et à l’étranger.
